A key employee who labeled a doomed experimental submersible unsafe prior to its last, fatal voyage testified Tuesday that the tragedy could have been prevented if a federal safety agency had investigated his complaint.

David Lochridge, OceanGate’s former operations director, said he felt let down by the Occupational Safety and Health Administration’s decision not to follow through on the complaint.

“I believe that if OSHA had attempted to investigate the seriousness of the concerns I raised on multiple occasions, this tragedy may have been prevented,” he said while speaking before a commission trying to determine what caused the Titan to implode en route to the wreckage of the Titanic last year, killing all five on board. “As a seafarer, I feel deeply disappointed by the system that is meant to protect not only seafarers but the general public as well.”

Earlier in the day, Lochridge said he frequently clashed with the company’s co-founder and felt the company was committed only to making money.

Lochridge was one of the most anticipated witnesses to appear before a commission. His testimony echoed that of other former employees Monday, one of whom described OceanGate head Stockton Rush as volatile and difficult to work with.

“The whole idea behind the company was to make money,” Lochridge said. “There was very little in the way of science.”

Rush was among the five people who died in the implosion. OceanGate owned the Titan and brought it on several dives to the Titanic going back to 2021.

Lochridge’s testimony began a day after other witnesses painted a picture of a troubled company that was impatient to get its unconventionally designed craft into the water. The accident set off a worldwide debate about the future of private undersea exploration.

Lochridge joined the company in the mid-2010s as a veteran engineer and submersible pilot and said he quickly came to feel he was being used to lend the company scientific credibility. He said he felt the company was selling him as part of the project “for people to come up and pay money,” and that did not sit well with him.

“I was, I felt, a show pony,” he said. “I was made by the company to stand up there and do talks. It was difficult. I had to go up and do presentations. All of it.”

Lochridge referenced a 2018 report in which he raised safety issues about OceanGate operations. He said with all of the safety issues he saw “there was no way I was signing off on this.”

Asked whether he had confidence in the way the Titan was being built, he said: “No confidence whatsoever.”

Employee turnover was very high at the time, said Lochridge, and leadership dismissed his concerns because they were more focused on “bad engineering decisions” and a desire to get to the Titanic as quickly as possible and start making money. He eventually was fired after raising the safety concerns, he said.

“I didn’t want to lose my job. I wanted to do the Titanic. But to dive it safely. It was on my bucket list, too,” he said.

OceanGate, based in Washington state, suspended its operations after the implosion.

OceanGate’s former engineering director, Tony Nissen, kicked off Monday’s testimony, telling investigators he felt pressured to get the vessel ready to dive and refused to pilot it for a journey several years before Titan’s last trip. Nissen worked on a prototype hull that predated the Titanic expeditions.

“‘I’m not getting in it,’” Nissen said he told Rush.

OceanGate’s former finance and human resources director, Bonnie Carl, testified Monday that Lochridge had characterized the Titan as “unsafe.”

Lochridge said during testimony Tuesday that eight months after he filed a federal Occupational Safety and Health Administration complaint, a caseworker told him the agency had not begun investigating it yet and there were 11 cases ahead of his. By then, OceanGate was suing Lochridge and he had filed a countersuit.

About 10 months after he filed the complaint, he decided to walk away. The case was closed and both lawsuits were dropped.

“I gave them nothing, they gave me nothing,” he said of OceanGate.

Coast Guard officials noted at the start of the hearing that the submersible had not been independently reviewed, as is standard practice. That and Titan’s unusual design subjected it to scrutiny in the undersea exploration community.

During the submersible’s final dive on June 18, 2023, the crew lost contact after an exchange of texts about the Titan’s depth and weight as it descended. The support ship Polar Prince then sent repeated messages asking if the Titan could still see the ship on its onboard display.

One of the last messages from Titan’s crew to Polar Prince before the submersible imploded stated, “all good here,” according to a visual re-creation presented earlier in the hearing.

When the submersible was reported overdue, rescuers rushed ships, planes and other equipment to an area about 435 miles (700 kilometers) south of St. John’s, Newfoundland. Wreckage of the Titan was subsequently found on the ocean floor about 330 yards (300 meters) off the bow of the Titanic, Coast Guard officials said.

Scheduled to appear later in the hearing are OceanGate co-founder Guillermo Sohnlein and former scientific director, Steven Ross, according to a list compiled by the Coast Guard. Numerous guard officials, scientists, and government and industry officials are also expected to testify. The U.S. Coast Guard subpoenaed witnesses who were not government employees, said Coast Guard spokesperson Melissa Leake.

Among those not on the hearing witness list is Rush’s widow, Wendy Rush, the company’s communications director. Lochridge said Wendy Rush had an active role in the company when he was there.

Asked about Wendy Rush’s absence, Leake said the Coast Guard does not comment on the reasons for not calling specific individuals to a particular hearing during ongoing investigations. She said it’s common for a Marine Board of Investigation to “hold multiple hearing sessions or conduct additional witness depositions for complex cases.”

OceanGate has no full-time employees at this time but will be represented by an attorney during the hearing, the company said in a statement. The company said it has been fully cooperating with the Coast Guard and NTSB investigations since they began.

The ongoing Marine Board of Investigation is the highest level of marine casualty investigation conducted by the Coast Guard. When the hearing concludes, recommendations will be submitted to the Coast Guard’s commandant. The National Transportation Safety Board is also conducting an investigation.

The lead engineer for an experimental submersible that imploded en route to the wreck of the Titanic testified Monday that he felt pressured to get the vessel ready to dive and refused to pilot it for a journey several years earlier.

“’I’m not getting in it,’” Tony Nissen said he told Stockton Rush, co-founder of the OceanGate company that owned the Titan submersible.

Nissen, OceanGate’s former engineering director, was the first witness to testify at what is expected to be a two-week U.S. Coast Guard hearing. The Titan imploded on June 18, 2023, killing Rush and four others on board and setting off a worldwide debate about the future of private undersea exploration.

Nissen said Rush could be difficult to work for and was often very concerned with costs and project schedules, among other issues. He said Rush would fight for what he wanted, which often changed day to day. He added that he tried to keep the clashes between the two of them behind closed doors so that others in the company wouldn’t be aware.

“Most people would eventually just back down to Stockton,” he said at the hearing in North Charleston, South Carolina.

Nissen also noted that the Titan was struck by lightning during a test mission in 2018, and that might have compromised its hull.

When asked if there was pressure to get the Titan into the water, he responded, “100%.”

He said that he refused to pilot the Titan years ago because he didn’t trust the operations staff, and that he stopped the submersible from going to the Titanic in 2019, telling Rush that the Titan was “not working like we thought it would.” He was fired that year. The Titan did undergo additional testing before it made later dives to the Titanic, Nissen added.

Asked if he felt the pressure from Rush compromised safety decisions and testing, Nissen paused, then replied, “No. And that’s a difficult question to answer, because given infinite time and infinite budget, you could do infinite testing.”

The submersible was left exposed to the elements while in storage for seven months in 2022 and 2023, and the hull was also never reviewed by any third parties, as is standard practice, Coast Guard representatives said in their initial remarks Monday. The absence of an independent review and the submersible’s unconventional design subjected the Titan to scrutiny in the undersea exploration community.

“There are no words to ease the loss endured by the families impacted by this tragic incident,” said Jason Neubauer of the Coast Guard Office of Investigations, who led the hearing. “But we hope that this hearing will help shed light on the cause of the tragedy and prevent anything like this from happening again.”

RMS Titanic Inc., a Georgia-based company that holds the legal rights to the 112-year-old wreck, has completed its first trip since 2010 and released images from the expedition on Monday. The pictures show a site that continues to change more than a century later.

The trip to the remote corner of the North Atlantic Ocean where the Titanic sank happened as the U.S. Coast Guard investigates the June 2023 implosion of the Titan, an experimental submersible owned by a different company. The Titan submersible disaster killed all five people on board, including Paul-Henri Nargeolet, who was director of underwater research for RMS Titanic.

The findings from this summer’s trip “showcase a bittersweet mix of preservation and loss,” RMS Titanic said in a statement. A highlight was the rediscovery of the statue “Diana of Versaille,” last seen in 1986, and the statue now has a clear and updated image, the company said.

On a sadder note, a significant section of the railing that surrounds the ship bow’s forecastle deck has fallen, RMS Titanic said. The railing still stood as recently as 2022, the company said.

“The discovery of the statue of Diana was an exciting moment. But we are saddened by the loss of the iconic Bow railing and other evidence of decay which has only strengthened our commitment to preserving Titanic’s legacy,” said Tomasina Ray, director of collections for RMS Titanic.

The crew spent 20 days at the site and returned to Providence, Rhode Island, on Aug. 9. They captured more than 2 million of the highest resolution pictures of the site ever to exist, the company said.

The team also fully mapped the wreck and its debris field with equipment that should improve understanding of the site, RMS Titanic said. The next step is to process the data so it can be shared with the scientific community, and so “historically significant and at-risk artifacts can be identified for safe recovery in future expeditions,” the company said in a statement.

The company said prior to the expedition that it had an especially important mission in the wake of Nargeolet’s death.

The Coast Guard’s investigation will be the subject of a public hearing later in September.

Nargeolet’s family filed a wrongful death lawsuit against the Titan sub’s operator OceanGate, which suspended operations after the implosion. OceanGate has not commented publicly on the lawsuit, which was filed in a Washington state court.

The National Park Foundation, which Congress created in the 1960s to support national parks, will receive the donation from Indianapolis-based foundation Lilly Endowment Inc. The park foundation described the gift on Monday as the largest grant in history benefiting U.S. national parks.

The money will be used to address the needs of the country’s more than 400 national park sites, said Will Shafroth, president and CEO of the National Park Foundation.

The foundation hopes to announce the first round of grants stemming from the donation later this year, Shafroth said.

Exactly how the money will be utilized remains to be seen, but one of the foundation’s priorities is restoring coral reefs at Biscayne National Park in Florida, Shafroth said, while another priority is the restoration of trout species in western national parks. Those are among the foundation’s recent investments.

In addition to funding initiatives that protect fragile ecosystems and species, Shafroth said the money will also be used to create opportunities for young people to visit national parks.

“This grant will allow us to supercharge our efforts to ensure our national parks are for everyone, for generations to come,” he said.

The system’s hundreds of units include national parks, memorials, monuments, historic sites and other locations. It includes iconic national parks such as Yellowstone National Park in Montana and Yosemite National Park in California, as well as beloved sites such as the Lincoln Memorial in Washington, D.C. It also includes preserved areas that are less accessible to many people, such as Buck Island Reef National Monument in the U.S. Virgin Islands.

The National Park Foundation is in the midst of its “Campaign for National Parks,” a $1 billion fundraising effort to support parks. Lilly Endowment made the gift to support that effort, said N. Clay Robbins, chair and CEO of Lilly Endowment.

“We believe the National Park Foundation’s campaign will enhance the programming in and promote the future vibrancy of our country’s marvelous system of parks, monuments and historic sites,” Robbins said.

LEWISTON, Maine (AP) — Both the Army Reserves and local police missed out on opportunities to intervene in a gunman’s psychiatric crisis and seize weapons from the spiraling reservist responsible for the deadliest shootings in Maine history, according to the final report released Tuesday by a special commission created to investigate the attacks, which killed 18 people.

The independent commission, which held more than a dozen public meetings, heard from scores of witnesses and reviewed thousands of pages of evidence, cited shortcomings by police for failing to take the gunman’s weapons and by the Army Reserves for failing to provide proper care for the 40-year-old gunman, Robert Card.

The commission, created by Gov. Janet Mills, a Democrat, announced its conclusions at Lewiston City Hall, less than 3 miles (5 kilometers) from the two sites where the shootings took place Oct. 25, 2023.

The 215-page report reiterated the panel’s conclusion from an interim finding in March that law enforcement had authority under the state’s yellow flag law to seize the shooter’s guns and put him in protective custody weeks before the shootings. But it also said the Army Reserves also should have done more, as well, to ensure care and deal with the weapons.

Daniel Wathen, chair of the commission, started his remarks by acknowledging the victims. “None of us can begin to imagine the pain you people have experienced on that terrible day,” he said.

He said it’s impossible know if the tragedy would have happened if police and the Army had done a better job. He also said police did their best to respond to the tragedy but noted that there was “utter chaos” when hundreds of police officers poured into the region.

The commission began its work a month after the mass shooting by Card, an Army reservist who killed 18 people at a bowling alley and a bar in Lewiston and then took his own life. Over nine months, there has been emotional testimony from family members and survivors of the shooting, law enforcement officials and U.S. Army Reserves personnel, and others.

The commission’s public hearings revealed the swift response by police to the shootings, but also the ensuing chaos during the intensive search for the gunman. Card’s sister testified at a hearing, her hand resting on his military helmet as she spoke. Kathleen Walker, whose husband, Jason, was killed while rushing at Card to try to stop him, said: “The system failed, and we can’t allow this to happen again.”

Family members and fellow reservists said Card had exhibited delusional and paranoid behavior months before the shootings. He was hospitalized by the Army during training in July 2023, but a commanding officer acknowledged to the commission that he didn’t check on Card’s compliance on follow-up care.

The starkest warning came in September when a fellow reservist texted an Army supervisor, saying, “I believe he’s going to snap and do a mass shooting.” Card was found dead by his own hand after the search that followed the shootings.

Army officials conducted their own investigation after the shootings that Lt. Gen. Jody Daniels, then the chief of the Army Reserves, said found “a series of failures by unit leadership.” Three Army Reserve leaders were disciplined for dereliction of duty, according to the report, which noted communication failures within the chain of command and between military and civilian hospitals.

Maine’s legislature passed new guns laws for the state, which has a tradition of hunting and firearms ownership, after the shootings. A three-day waiting period for gun purchases went into effect this month.

Wathen, the commission’s chair, is a former chief justice of Maine’s highest court. The seven-member commission also included two former federal prosecutors, two additional former judges, the state’s former chief forensic psychologist, and a private psychiatrist who’s an executive at a psychiatric hospital.

Paul-Henri Nargeolet was among five people who died when the Titan submersible imploded during a voyage to the famed Titanic wreck site in the North Atlantic in June 2023. No one survived the trip aboard the experimental submersible owned by OceanGate, a company in Washington state that has since suspended operations.

Known as “Mr. Titanic,” Nargeolet had visited the Titanic site many times before and was regarded as one of the world’s most knowledgeable people about the famous wreck. Attorneys for his estate said in an emailed statement that the “doomed submersible” had a “troubled history,” and that OceanGate failed to disclose key facts about the vessel and its durability.

“The lawsuit further alleges that even though Nargeolet had been designated by OceanGate to be a member of the crew of the vessel, many of the particulars about the vessel’s flaws and shortcomings were not disclosed and were purposely concealed,” the attorneys, the Buzbee Law Firm of Houston, Texas, said in their statement.

A spokesperson for OceanGate declined to comment on the lawsuit, which was filed Tuesday in King County, Washington.

Tony Buzbee, one of the attorneys on the case, said one of the goals of the lawsuit is to “get answers for the family as to exactly how this happened, who all were involved, and how those involved could allow this to happen.”

Concerns were raised in the aftermath of the disaster about whether the Titan was doomed due to its unconventional design and its creator’s refusal to submit to independent checks that are standard in the industry. Its implosion also raised questions about the viability and future of private deep-sea exploration.

The U.S. Coast Guard quickly convened a high-level investigation, which is still ongoing. A key public hearing that is part of the investigation is scheduled to take place in September.

The Titan made its last dive on June 18, 2023, a Sunday morning, and lost contact with its support vessel about two hours later. After a search and rescue mission that drew attention around the world, the wreckage of the Titan was found on the ocean floor about 984 feet (300 meters) off the bow of the Titanic, about 435 miles (700 kilometers) south of St. John’s, Newfoundland.

OceanGate CEO and cofounder Stockton Rush was operating the Titan when it imploded. In addition to Rush and Nargeolet, the implosion killed British adventurer Hamish Harding and two members of a prominent Pakistani family, Shahzada Dawood and his son Suleman Dawood.

The company that owns the salvage rights to the Titanic is in the midst of its first voyage to the wreckage site in years. Last month, RMS Titanic Inc., a Georgia-based firm, launched its first expedition to the site since 2010 from Providence, Rhode Island.

Nargeolet was director of underwater research for RMS Titanic. His estate’s attorneys described him as a seasoned veteran of underwater exploration who would not have participated in the Titan expedition if the company had been more transparent.

PORTLAND, Maine (AP) — The company that owns the salvage rights to the Titanic is undertaking its first expedition to the ship’s wreckage in years, and those involved in the mission said they have both heavy hearts and lofty goals for a trip happening a year after a submersible disaster involving another firm killed five people.

RMS Titanic Inc., a Georgia-based firm, holds the legal rights to salvage the wreck of the ship, which sank in the North Atlantic Ocean in 1912. The company’s first expedition to the site since 2010 launched Friday from Providence, Rhode Island.

The voyage arrives as the worldwide community of undersea explorers is still reeling from the deadly implosion of an experimental submersible en route to the Titanic in June 2023. The Titan submersible disaster killed all five people on board, including Paul-Henri Nargeolet, who was director of underwater research for RMS Titanic.

This summer’s mission to the Titanic “means even more with the passing” of Nargeolet, known as “Mr. Titanic” by many, RMST Inc. president Jessica Sanders said.

The expedition will use modern imaging technology and remotely operated vehicles to capture detailed images of the Titanic, the wreckage site and the debris field, RMST Inc. representatives said.

“This monumental undertaking will allow us to document the Titanic in unprecedented detail and share new discoveries from the wreck site with the public, continuing the extraordinary work and passion of PH,” Sanders said.

The ship headed to the site, the Dino Chouest, will take several days to reach the site and is slated to return around Aug. 13, said Jon Hammond, a spokesperson for RMST Inc.

The work will allow the company to provide a comprehensive analysis of the current condition of the Titanic wreckage site and a detailed assessment of artifacts that can be safely targeted for future recovery, RMST Inc. representatives said.

Nargeolet made more than 35 dives to the Titanic in his lifetime. The implosion also killed Titan operator Stockton Rush; two members of a prominent Pakistani family, Shahzada Dawood and his 19-year-old son Suleman Dawood; and British adventurer Hamish Harding.

OceanGate, a company co-founded by Rush that owned the submersible, suspended operations a year ago. The U.S. Coast Guard convened a high-level investigation into what happened, but it has taken longer than expected and it’s unclear when the investigation will conclude.

Undersea explorers are waiting to learn the results of the investigation and RMST Inc.’s trip to the Titanic site is an important milestone in the site’s exploration, said Katy Croff Bell, founder of the Ocean Discovery League.

“The Coast Guard investigation is still ongoing and they have not released their results yet, so the final chapter in this episode has yet to come out,” Bell said. “One thing that has come out is there is perhaps more interest.”

This month’s journey to the Titanic also will allow comparison to 2010 imaging, RMST Inc. representatives said. The mission also may result in discovery of new areas of the debris field, previously unknown marine life and new areas of deterioration that could provide unobstructed access to the interior of the ship, the company stated on its website.

The vessel making the trip is equipped with two remotely operated vehicles that will be used to capture the first end-to-end mapping image of the wreck field and debris site, RMST Inc. said.

The expedition will include “the highest resolution camera systems ever deployed at the site in an effort to bring new insights about the ship to the community,” said Evan Kovacs, an underwater cinematographer working on the mission.

AUGUSTA, Maine (AP) — Former U.S. Marine Gerry Brooks died alone at a nursing home in Maine, abandoned and all but forgotten. Then the funeral home posted a notice asking if anyone would serve as a pallbearer or simply attend his burial.

Within minutes, it was turning away volunteers to carry his casket.

A bagpiper came forward to play at the service. A pilot offered to perform a flyover. Military groups across the state pledged a proper sendoff.

Hundreds of people who knew nothing about the 86-year-old beyond his name showed up on a sweltering afternoon and gave Brooks a final salute with full military honors Thursday at the Maine Veterans’ Memorial Cemetery in Augusta.

Patriot Guard Riders on motorcycles escorted his hearse on the 40-mile route from the funeral home in Belfast, Maine, to the cemetery. Members of the Veterans of Foreign Wars paid tribute with a 21-gun salute. Volunteers held American flags next to the casket while a crane hoisted a huge flag above the cemetery entrance.

Some saluted while filing by. Others sang The Marines’ Hymn.

“It’s an honor for us to be able to do this,” said Jim Roberts, commander of the VFW post in Belfast. “There’s so much negativity in the world. This is something people can feel good about and rally around. It’s just absolutely wonderful.” He said Brooks’ son, granddaughter and son-in-law came to the funeral but did not speak during the service.

Roberts said the VFW is called a couple times a year about a deceased veteran with no family or with one that isn’t willing to handle the funeral arrangements. But “we will always be there.” Like other veterans helping out Thursday, he hadn’t known Brooks.

So many groups volunteered to take part in paying tribute that there wasn’t enough space to fit them into the 20-minute burial service, said Katie Riposta, the funeral director who put out the call for help last week.

“It renews your faith in humanity,” she said.

More than 8 million of the U.S. veterans living are 65 or older, almost half the veteran population. They are overwhelmingly men. That’s according to a U.S. Census Bureau report last year. As this generation dies, it said, their collective memory of wartime experiences “will pass into history.”

Much about Brooks’ life is unknown.

He was widowed and lived in Augusta. He died on May 18, less than a week after entering a nursing home, Riposta said. A cause of death was not released.

The funeral home and authorities reached his next of kin, but no one was willing to come forward or take responsibility for his body, she said.

“It sounds like he was a good person, but I know nothing about his life,” Riposta said, noting that after Brooks’ death, a woman contacted the funeral home to say he had once taken her in when she had no other place to go, with no details.

“It doesn’t matter if he served one day or made the military his career,” she said. “He still deserves to be respected and not alone.”

The crowd on Thursday wasn’t all strangers — and it turned out Brooks hadn’t been one, either.

Victoria Abbott, executive director of the Bread of Life shelter in Augusta, said he had come every day to eat at their soup kitchen, always ready to crack “dad jokes” and make the staff smile. He had a favorite table.

“Your quintessential 80-year-old, dad jokes every day,” Abbott said. “He was really great to have around. He was part of the soup kitchen family.”

But most people there Thursday met him too late. The memorial book posted online by Direct Cremation of Maine, which helped to arrange the burial, had a few strangers’ good wishes.

“Sir,” one began, and ended with “Semper Fi.”

The two others, a couple, thanked Brooks for his service. “We all deserve the love kindness and respect when we are called home. I hope that you lived a full beautiful life of Love, Kindness, Dreams and Hope,” they wrote.

They added: “Thank you to all those who will make this gentleman’s service a proper, well deserved good bye.”

Linda Laweryson, who served in the Marines, said this was the second funeral in little over a year that she has attended for a veteran who died alone. Everyone deserves to die with dignity and be buried with dignity, she said.

Laweryson read a poem during the graveside service written by a combat Marine who reflects on the spot where Marines graduate from boot camp.

“I walked the old parade ground, but I was not alone,” the poem reads. “I walked the old parade ground and knew that I was home.”

PORTLAND, Maine (AP) — A year after an experimental submersible imploded en route to the Titanic, unanswered questions linger — with no immediate answers.

Tuesday marks one year since the Titan vanished on its way to the historic wreckage site. After a five-day search that captured the world’s attention, officials said the craft had been destroyed and all five people on board killed.

The U.S. Coast Guard quickly convened a high-level investigation into what happened. Concerns leading up to the investigation included the Titan’s unconventional design and its creator’s decision to forgo standard independent checks.

A look at the one-year anniversary of the Titan tragedy:

The investigation is taking longer than expected

Coast Guard officials said in a statement last week that they would not be ready to release the results of their investigation by the anniversary. A public hearing to discuss the findings won’t happen for at least two more months, they said.

Investigators “are working closely with our domestic and international partners to ensure a comprehensive understanding of the incident,” Marine Board of Investigation Chair Jason Neubauer said, describing the inquiry as a “complex and ongoing effort.”

The Titan was owned by a company called OceanGate, which suspended its operations last July, not long after the tragedy. OceanGate said in a Tuesday statement that it “has ceased all operations and is continuing to cooperate with authorities, including the U.S. Coast Guard, in their investigations.” The company also said in its statement that it expresses “our deepest condolences to their families and loved ones, as well as everyone impacted by this tragedy.”

The Titan made its last dive on June 18, 2023, a Sunday morning, and lost contact with its support vessel about two hours later. When it was reported overdue that afternoon, rescuers rushed ships, planes and other equipment to the area, about 435 miles (700 kilometers) south of St. John’s, Newfoundland. The Transportation Safety Board of Canada said Monday that there are other submersibles operating within Canadian waters, some of which are not registered with any country.

In addition to OceanGate co-founder Stockton Rush, the implosion killed two members of a prominent Pakistani family, Shahzada Dawood and his son Suleman Dawood; British adventurer Hamish Harding; and Titanic expert Paul-Henri Nargeolet.

Remembering those who died

David Concannon, a former adviser to OceanGate, said he will mark the anniversary privately with a group of people who were involved with the company or the submersible’s expeditions over the years, including scientists, volunteers and mission specialists.

Harding and Nargeolet were members of The Explorers Club, a professional society dedicated to research, exploration and resource conservation.

“Then, as now, it hit us on a personal level very deeply,” the group’s president, Richard Garriott, said in an interview last week.

Garriott said there will be a remembrance celebration for the Titan victims this week in Portugal at the annual Global Exploration Summit.

The tragedy won’t stop deep-sea exploration

The Georgia-based company that owns the salvage rights to the Titanic plans to visit the sunken ocean liner in July using remotely operated vehicles, and a real estate billionaire from Ohio has said he plans a voyage to the shipwreck in a two-person submersible in 2026.

Several deep-sea explorers told The Associated Press that the Titan disaster shook the worldwide community of explorers, but it remains committed to continuing its missions to expand scientific understanding of the ocean.

Garriott believes the world is in a new golden age of undersea exploration, thanks to technological advances that have opened frontiers and provided new tools to more thoroughly study already visited places. The Titan tragedy hasn’t tarnished that, he said.

“Progress continues,” he said. “I actually feel very comfortable and confident that we will now be able to proceed.”

Veteran deep-sea explorer Katy Croff Bell said the Titan implosion reinforced the importance of following industry standards and performing rigorous testing. But in the industry as a whole, “the safety track record for this has been very good for several decades,” said Bell, president of Ocean Discovery League, a nonprofit organization.

Concerns have been raised about whether the Titan was destined for disaster because of its unconventional design and its creator’s refusal to submit to independent checks that are standard in the industry. The U.S. Coast Guard quickly convened a high-level investigation into what happened, but officials said the inquiry is taking longer than the initial 12-month time frame, and a planned public hearing to discuss their findings won’t happen for at least another two months.

Meanwhile, deep-sea exploration continues. The Georgia-based company that owns the salvage rights to the Titanic plans to visit the sunken ocean liner in July using remotely operated vehicles, and a real estate billionaire from Ohio has said he plans a voyage to the shipwreck in a two-person submersible in 2026.

The Titan dove southeast of Newfoundland. The Transportation Safety Board of Canada said Monday that there are other submersibles operating within Canadian waters, some of which are not registered with the country or any other.

Numerous ocean explorers told The Associated Press they are confident undersea exploration can continue safely in a post-Titan world.

“It’s been a desire of the scientific community to get down into the ocean,” said Greg Stone, a veteran ocean explorer and friend of Titan operator Stockton Rush, who died in the implosion. “I have not noticed any difference in the desire to go into the ocean, exploring.”

OceanGate, a company co-founded by Rush that owned the submersible, suspended operations in early July. A spokesperson for the company declined to comment.

David Concannon, a former adviser to OceanGate, said he will mark the anniversary privately with a group of people who were involved with the company or the submersible’s expeditions over the years, including scientists, volunteers and mission specialists. Many of them, including those who were on the Titan support ship Polar Prince, have not been interviewed by the Coast Guard, he said.

“The fact is, they are isolated and in a liminal space,” he said in an email last week. “Stockton Rush has been vilified and so has everyone associated with OceanGate. I wasn’t even there and I have gotten death threats. We support each other and just wait to be interviewed. The world has moved on … but the families and those most affected are still living with this tragedy every day.”

The Titan had been chronicling the Titanic’s decay and the underwater ecosystem around the sunken ocean liner in yearly voyages since 2021.

The craft made its last dive on June 18, 2023, a Sunday morning, and lost contact with its support vessel about two hours later. When it was reported overdue that afternoon, rescuers rushed ships, planes and other equipment to the area, about 435 miles (700 kilometers) south of St. John’s, Newfoundland.

The U.S. Navy notified the Coast Guard that day of an anomaly in its acoustic data that was “consistent with an implosion or explosion” at the time communications between the Polar Prince and the Titan were lost, a senior Navy official later told The Associated Press. The official spoke on condition of anonymity to discuss sensitive technology.

Any sliver of hope that remained for finding the crew alive was wiped away on June 22, when the Coast Guard announced that debris had been found near the Titanic on the ocean floor. Authorities have since recovered the submersible’s intact endcap, debris and presumed human remains from the site.

In addition to Rush, the implosion killed two members of a prominent Pakistani family, Shahzada Dawood and his son Suleman Dawood; British adventurer Hamish Harding; and Titanic expert Paul-Henri Nargeolet.

Harding and Nargeolet were members of The Explorers Club, a professional society dedicated to research, exploration and resource conservation.
