A slow-moving system located off the Carolinas drenched the region with flooding and battered it with near tropical storm-force winds and storm surge, forecasters said Monday.

Tropical Storm Ernesto formed and is moving quickly across the Atlantic, expected to pass over Puerto Rico by Tuesday evening. The hurricane center has issued tropical storm warnings for Puerto Rico, the Virgin Islands and numerous other Caribbean islands.
